He graduated from the Faculty of Medicine at the Medical Academy in Gdańsk (now the Medical University of Gdańsk), where he also obtained a PhD in Medical Sciences. He first specialized in Social Medicine and subsequently in Public Health. Since 1995, he has been affiliated with the Department of Public Health and Social Medicine. He also holds an MBA in Healthcare Management (Medical University of Gdańsk and the Gdańsk Foundation for Management Development).
He served as a City Councillor of Gdańsk in the 1994–1998 term and chaired the Health Committee. He was also the Chair of the Municipal Commission for Solving Alcohol-Related Problems. Between 1999 and 2002 he cooperated with Wirtualna Polska, where he edited the health section, and later served as editor of the portal zdrowie.med.pl until 2007. In the 2024–2026 term he serves as Vice-President of the European Public Health Alliance. He has participated in and coordinated numerous international projects.
In 2008–2009 and 2013–2014 he served respectively as Medical Director and Director of the Pomeranian Regional Branch of the National Health Fund. He was also Deputy Director for Medical Affairs at the University Clinical Centre. In 2014–2016 he served as President of the National Health Fund.
Since 2019 he has been working at the Department of Health of the Marshal’s Office of the Pomeranian Voivodeship. He is the author of numerous scientific and popular publications and articles.
