  • Secretary of State, Government Plenipotentiary for Strategic Energy Infrastructure,
  • lawyer and energy expert, specialises in energy law, European and European business law with a particular focus on competition and regulatory issues, including state aid and regulatory issues, as well as investments and transactions between entities operating in regulated markets,
  • he studied at the Faculty of Law and Administration of the University of Silesia, where he also completed his doctoral studies. He holds a diploma with specialisation in International, European and Comparative Law from the Robert Schuman University in Strasbourg and also studied at the International University Institute in Luxembourg LL.M. in European Litigation,
  • for almost 15 years, he has been advising on investment projects in the field of energy generation including RES and nuclear energy and the use of hydrogen in energy and transport. He provides legal services for strategic energy projects in Poland, including gas, grid and other critical infrastructure projects, construction of industrial installations and greenfield factories. He was involved in most of the key Polish energy projects,
  • he has experience in European and governmental institutions. He is an academic lecturer, author of articles on EU and energy law and co-author of a commentary on the Treaty establishing the European Community and Energy Law.
