In 1984, he obtained a master’s degree in physics from the Jagiellonian University. Since 1986, he has been working at the Institute of Nuclear Physics in Kraków (then IFJ, now the Henryk Niewodniczański Institute of Nuclear Physics, Polish Academy of Sciences – IFJ PAN), where he earned his PhD in 1994 and habilitation in 2004. He was awarded the title of professor of physics in 2012.
Since 2004, he has been the head of the Department of Nuclear Physicochemistry at IFJ PAN. He has been a long-time member of the Scientific Councils of IFJ PAN and ING PAN, one of Poland’s representatives in the OECD Nuclear Safety Commission, and in 2011, he served as an IAEA expert on a mission to Kuwait. He is also a member of the Physics Committee of the Polish Academy of Sciences (PAN).
His research focuses on experimental nuclear physics and radiochemistry, particularly on the applications of gamma, beta, and alpha radiation spectrometry, as well as radiochemical analytical methods in environmental radioactivity studies and radioecology. He has supervised 11 PhD students and is the author or co-author of over 150 scientific publications, cited more than 4,500 times.

Energy expert, experienced CEO, Board member
More than 24 years’ experience in energy, with many years of top-level management experience. Experience in managing and operating a power system with a large nuclear power plant (Ignalina NPP).
His extensive experience in developing and managing the transmission system strategies, electricity market and business management has served in his leading role in establishing the common Nordic and Baltic power market and finalizing strategic power interconnection projects of national and European significance, LitPol Link and NordBalt. In 2013-2020 he was CEO at Litgrid, the Lithuanian electricity transmission system operator.
He was a member of the European Commission’s Energy Expert Group, worked on the board of the European Transmission System Operators of Electricity ENTSO-E, was a member and chairman of the board of Litgrid, a member of the supervisory board of the energy holding LEO LT, a member and vice-chairman of the supervisory board of the Lithuanian-Polish joint venture LitPolLink Sp.z.o.o.
Currently he is an investment and business management consultant in the energy sector.

Acting General Director of National Roads and Motorways
A graduate of the Military University of Technology in the field of general construction and the Częstochowa University of Technology in the field of technology, organization, and management in construction.
Before being appointed as the General Director of National Roads and Motorways, he worked at the Mazovian Regional Road Administration as the Director of the Road District in Grodzisk Mazowiecki.
Previously, he worked as a site manager and construction engineer, as well as a specialist in investment project implementation.
